It would work if you didn't have large companies such as Wal-Mart who would fight such a plan tooth and nail and bring in the lobbyists and their dirty money. All companies that don't contribute to employee health care would object to it as well. This would be a good plan to implement on a national basis though, so companies couldn't just exit a state because they implemented health care reform.
